Biography

Emily Soli focuses her practice on federal Indian law, Tribal governance, and litigation. She advises Tribal governments and their enterprises on a broad range of legal matters, including jurisdiction and sovereignty, environmental law, gaming, taxation, and regulatory compliance. 

Before joining the firm in 2025, Ms. Soli served as General Counsel for the Pueblo of Isleta. In that role, she managed the Pueblo’s litigation portfolio, successfully securing monetary and injunctive relief in cases involving water quality enforcement, civil rights in education, and land use disputes. 

Ms. Soli previously served as Special Counsel and Senior Policy Advisor to the Wyoming Governor’s Office, where she was the chief in-house advisor on federal Indian law and State-Tribal relations. In that role, she worked closely with Tribal Nations to advance shared State-Tribal priorities, including wildlife management, broadband expansion, and MMIW initiatives. Her prior experience also includes serving as a Senior Assistant Attorney General for Wyoming, where she led consumer protection and antitrust litigation and secured over $1.5 million in recoveries to consumers and penalties. She began her legal career as a Skadden Fellow at DNA-People’s Legal Services, representing members of the Navajo Nation in impact litigation that led to systemic policy reforms.

Ms. Soli earned her J.D. from the University of California, Berkeley, School of Law, in 2014 and her B.A. in Philosophy from Arizona State University in 2006. She is admitted to practice in New Mexico and Wyoming, as well as in multiple federal and Tribal courts.
